Half of Encinitas was built before 1980, and its median build year of 1980 is the oldest among the larger coastal cities we work. That single figure is the brief for this town: mid-century beach cottages carrying rolled roofing over shallow additions and converted garages that were framed dead level on purpose and have never drained since.

Those decks need fall built into them, not sold onto them. A quarter inch per foot is the working minimum a membrane survives, so we set tapered polyisocyanurate to create it, sump the low corner, and put an overflow scupper two inches above the primary outlet so a blockage announces itself on the stucco outside rather than the ceiling inside.

The permit is a City of Encinitas permit. Encinitas runs its own building counter and its own adopted code, so nothing about the City of San Diego's roof-covering renewal exemption reaches a house on this side of the county. That exemption belongs to one city's municipal code and it stops at that city's line, which is thirty miles from here.

Climate zone 7 covers 92024 and 92007, which means the pitched runs carry no reflectance requirement under the 2025 Energy Code and no roof deck insulation requirement either. The flat sections still have to hit 0.63 aged reflectance, or an SRI of 75, once over half the roof comes off.

Fire mapping splits the city almost evenly. About 50 percent is mapped non-wildland and roughly 32 percent returns very high, so the Class A minimum in Health and Safety Code section 13132.7 reaches nearly a third of Encinitas and does not apply to the half nearest the water. The zone, not the address, decides it.

Nearly 8 percent of Encinitas homes report no heating fuel at all, the highest share anywhere in this footprint. Those are unconditioned or barely conditioned cottages, and an uninsulated cathedral deck over a converted garage moves moisture in ways a vented attic never does, which is why staining under sheathing here is as often condensation as leak.

Encinitas requires a Class A assembly and a signed roof covering installation certificate from the contractor, on a dedicated reroof application. We are not quoting a fee here, and the reason is that the city publishes none - its permit guide lists fourteen fee components with no amounts against any of them. The city also assumed its own coastal permit authority in 1995, so the coastal question is answered locally rather than by the state commission.

The Class A rule here has no percentage escape, which is unusual even among the strict towns. Encinitas amended the code table so every construction type is Class A, then revised the residential section so that ANY covering applied in the alteration, repair or replacement of an existing roof must be Class A. Not half the roof, not a quarter - any.

It also carries a re-roof-specific vent rule almost nobody quotes: its wildland code names remodels, additions and alterations INCLUDING RE-ROOFS, and requires flame- and ember-resistant vents at attic, gable, ridge, eave, soffit, rafter and underfloor. And its energy reach code only bites above fifty thousand dollars of permit valuation, so an ordinary reroof does not trigger the cool-roof upgrade.

Along the Leucadia stretch of Coast Highway 101 and inland of Moonlight Beach, the repeat failure is the change of plane where a shingle slope dies into a flat run. We run the low-slope membrane up the wall first, terminate it in a bar bedded in sealant, then lap the slope and its counterflashing over the top of it, in that order, every time.
